How does inheritance decide which rule applies?

For a given category the module looks for an exact rule on that category first. If none exists, it looks for the nearest parent category whose rule has "inherit to subcategories" enabled. When more than one active rule could apply, the higher priority value wins. A category's own rule always beats an inherited one.
