Does the module store customer data or set cookies?

No. The delivery block is generated while the product page renders and nothing is written to the database, no cookie is set, and no personal data such as an IP address, name or location is collected. The date is computed on the fly from your settings and the server clock, so there is nothing about a visitor to store, export or erase, which keeps it clear of GDPR obligations on the visitor side.
